Where this list comes from

The eight counties are the territory Shield confirmed directly, and they match the coverage page Shield published under its own name — the same page the 255 ZIP codes behind the lookup come from. Two independent records of the same eight counties, which is why this page names them rather than shading a region.

Where Shield stops

Santa Clara County — San Jose, Sunnyvale, Palo Alto — is outside it, as are San Joaquin (Stockton), Sacramento, Yolo, Stanislaus and Santa Cruz. Those counties are on the map above, drawn unfilled, because they are the ones a reader is most likely to assume are included.

Saying that plainly is the point. An agency that will not tell you where it stops has not told you anything about where it works.
